For most startup small businesses the answer is NO!
Should you plan? ABSOLUTELY
Should you write up a formal business plan? No
Why?
Formal business plans do not have much baring on the real world of business especially small business startups.
You need to bootstrap. You need to make cashflow forecast for the next 3-6 months not the next 3-6 years. There is no way for you to know what your cashflows will be in 3-6 years.
It is a totally different world.
